โ€ŒTย hey assembled once again in the suiteโ€™s sitting room. At Ninaโ€™s request, Colm had ordered another stack of waffles and a bowl of strawberries and cream. A mirror covered most of the suiteโ€™s far wall, and Matthias could not stop his gaze from straying to it. It was like looking into another reality.โ€Œ

Jesper had slipped off his boots and was seated on the carpet, knees tucked up to his chest, casting furtive glances at Wylan, who had settled on the couch and seemed to be deliberately ignoring him. Inej perched on the windowsill, her balance so perfect it made her appear weightless, a bird poised to take flight. Kuwei had wedged himself into the crook of the settee, one of his notebooks open beside him, and Kaz sat in a high- backed purple chair, his bad leg propped on the low table, cane leaning against his thigh. Heโ€™d somehow seen to the torn sleeve of his shirt.

Nina was curled up next to Matthias on the couch, her head resting on his shoulder, her feet tucked beneath her, fingers stained with strawberry juice. He felt strange sitting this way. In Fjerda, even a husband and his wife showed little affection in public. They held hands and might dance at a public ball. But he liked it, and though he could not quite relax, he couldnโ€™t bear the thought of her moving away from him.

It was Colmโ€™s solid presence that transformed the image in the mirror. He made the people in the reflection seem less dangerous, as if they werenโ€™t the team that had broken into the Ice Court and bested the Fjerdan military with little more than their wits and nerve, only a bunch of children worn out after a particularly brutal birthday party.

โ€œAll right,โ€ said Nina, licking strawberry juice from her fingers in a way that thoroughly defeated Matthiasโ€™ ability to form a rational thought. โ€œWhen you say an auction, you donโ€™t actually meanโ€”โ€

โ€œKuwei is going to sell himself.โ€ โ€œAre you mad?โ€

โ€œIโ€™d probably be happier if I was,โ€ said Kaz. He rested one gloved hand on his cane. โ€œAny Kerch citizen and any free citizen who travels to Kerch has the right to sell his own indenture. It isnโ€™t just the law, itโ€™s trade, and thereโ€™s nothing more holy in Kerch. Kuwei Yul-Bo has the sacred rightโ€”as sanctioned by Ghezen, god of industry and commerceโ€” to submit his life to the will of the market. He can offer his service at auction.โ€

โ€œYou want him to sell himself to the highest bidder?โ€ Inej said incredulously.

โ€œToย ourย highest bidder. Weโ€™re going to fix the outcome so Kuwei gets his fondest wishโ€”a life sipping tea from a samovar in Ravka.โ€

โ€œMy father will never allow it,โ€ said Wylan.

โ€œVan Eck will be powerless to stop it. The auction of an indenture is protected by the highest laws in the cityโ€”secular and religious. Once Kuwei declares his contract open, no one can stop the auction until bidding has closed.โ€

Nina was shaking her head. โ€œIf we announce an auction, the Shu will know exactly when and where to find him.โ€

โ€œThis is not Ravka,โ€ said Kaz. โ€œThis is Kerch. Trade is sacred, protected by law. The Merchant Council are duty bound to make sure an auction proceeds without interference. Theย stadwatchย will be out in force, and the auction statutes demand that the Council of Tides provide their assistance too. The Merchant Council, theย stadwatchย , the Tidesโ€” all required to protect Kuwei.โ€

Kuwei set his notebook down. โ€œThe Shu may still haveย paremย and Fabrikators.โ€

โ€œThatโ€™s right,โ€ said Jesper. โ€œIf thatโ€™s true, they can make all the gold they want. There would be no way to outbid them.โ€

โ€œThatโ€™s assuming they have Fabrikators in the city already. Van Eck has done us the courtesy of blockading the harbor.โ€

โ€œEven soโ€”โ€

โ€œLet me worry about the Shu,โ€ said Kaz. โ€œI can control the bidding. But weโ€™ll need to make contact with the Ravkans again. Theyโ€™ll have to

know what weโ€™re planning. At least part of it.โ€

โ€œI can get through to the embassy,โ€ said Inej, โ€œif Nina will write the message.โ€

โ€œThe streets are closed down by barricades,โ€ protested Wylan. โ€œBut not the rooftops,โ€ Inej replied.

โ€œInej,โ€ said Nina. โ€œDonโ€™t you think you should tell them a bit more about your new friend?โ€

โ€œYeah,โ€ said Jesper. โ€œWhoโ€™s this new acquaintance who poked a bunch of holes in you?โ€

Inej glanced through the window. โ€œThereโ€™s a new player on the field, a mercenary hired by Pekka Rollins.โ€

โ€œYou were defeated in single combat?โ€ Matthias asked in surprise. He had seen the Wraith fight. It would be no small thing to best her.

โ€œMercenary is a little bit of an understatement,โ€ said Nina. โ€œShe followed Inej onto the high wire and then threw knives at her.โ€

โ€œNot knives, exactly,โ€ said Inej. โ€œPointy death doilies?โ€

Inej rose from the sill. She reached into her pocket and let a pile of what looked like small silver suns clatter onto the table.

Kaz leaned forward and picked one up. โ€œWho is she?โ€

โ€œHer name is Dunyasha,โ€ Inej said. โ€œShe called herself the White Blade and a variety of other things. Sheโ€™s very good.โ€

โ€œHow good?โ€ asked Kaz. โ€œBetter than me.โ€

โ€œIโ€™ve heard of her,โ€ said Matthias. โ€œHer name came up in an intelligence report theย drรผskelleย gathered on Ravka.โ€

โ€œRavka?โ€ Inej said. โ€œShe said she was trained in Ahmrat Jen.โ€

โ€œShe claims she has Lantsov blood and that sheโ€™s a contender for the Ravkan throne.โ€

Nina released a hoot of laughter. โ€œYou canโ€™t be serious.โ€

โ€œWe considered backing her claim to undermine Nikolai Lantsovโ€™s regime.โ€

โ€œSmart,โ€ said Kaz. โ€œEvil,โ€ said Nina.

Matthias cleared his throat. โ€œHeโ€™s a new king, vulnerable. There are some questions regarding his own lineage. But the report suggested that Dunyasha is erratic, possibly delusional. We determined she was too unpredictable for such a venture.โ€

โ€œPekka could have had her follow us from Black Veil last night,โ€ Inej said.

โ€œDo we know how Pekka found the hideout?โ€ Nina asked.

โ€œOne of his people must have spotted one of us,โ€ Kaz replied. โ€œThatโ€™s all it would take.โ€

Matthias wondered if it was better that they couldnโ€™t be sure who was responsible. That way no one had to bear the guilt or the blame.

โ€œDunyasha had the advantage of surprise,โ€ said Inej. โ€œIf the hotel is still uncompromised, I can get to the embassy and back unseen.โ€

โ€œGood,โ€ said Kaz, but the answer didnโ€™t come as quickly as Matthias might have expected.ย He fears for herย , Matthias thought,ย and he does not like itย . For once, he could sympathize with theย demjinย .

โ€œThereโ€™s another problem,โ€ said Nina. โ€œMatthias, cover your ears.โ€ โ€œNo.โ€

โ€œFine. Iโ€™ll just have to ensure your loyalty later.โ€ She whispered in his ear, โ€œThereโ€™s a very large bathtub off the master bedroom.โ€

โ€œNina.โ€

โ€œIt was just an observation.โ€ Nina plucked the remnants of a waffle from the tray and said, โ€œRavka canโ€™t win the auction. Weโ€™re broke.โ€

โ€œOh,โ€ said Matthias. โ€œI knew that.โ€ โ€œYou did not.โ€

โ€œYou think Fjerda isnโ€™t aware the Ravkan coffers are empty?โ€ Nina scowled. โ€œYou could have at least pretended to be surprised.โ€

โ€œRavkaโ€™s financial woes are no secret. Its treasury was depleted from years of mismanagement by the Lantsov kings and fighting on both of its borders. The civil war didnโ€™t help, and the new king has borrowed heavily from the Kerch banks. If we go through with the auction, Ravka wonโ€™t be able to bid competitively.โ€

Kaz shifted his bad leg. โ€œThatโ€™s why the Kerch Merchant Council is going to bankroll them.โ€

Jesper burst out laughing. โ€œFantastic. Any chance they want to buy me a solid-gold bowler hat while theyโ€™re at it?โ€

โ€œThatโ€™s unlawful,โ€ said Wylan. โ€œThe Council are responsible for running the auction. They canโ€™t interfere with its outcome.โ€

โ€œOf course not,โ€ said Kaz. โ€œAnd they know it. Kuwei and his father approached the Merchant Council looking for aid, but they were so afraid of compromising their neutrality, they refused to act. Van Eck saw an opportunity, and heโ€™s been operating behind their backs ever since.โ€

Kaz settled more deeply in his chair. โ€œWhat has Van Eck been planning all along? Heโ€™s been buying upย jurdaย farms so that when the secret ofย jurda paremย is unleashed, heโ€™ll control theย jurdaย supply. He wins no matter who has Kuwei. So think like himโ€”think like a merch. When Kuwei Yul-Bo, son of Bo Yul-Bayur, announces the auction, the Council will know the secret ofย paremย could become public at any time. Theyโ€™ll finally be free to act and theyโ€™ll be looking for opportunities to secure their fortunes and Kerchโ€™s position in the world economy. They canโ€™t involve themselves in the auction, but they can guarantee they make a lot of money whatever the outcome.โ€

โ€œBy buying upย jurdaย ,โ€ said Wylan.

โ€œExactly. We set up aย jurdaย consortium, a chance for willing investors to make a fine dime off the world going to hell. We bring the Council an opportunity and let their greed do the rest.โ€

Wylan nodded, his face growing eager. โ€œThe money never goes to the consortium. We funnel it to Ravka so they can afford to bid on Kuwei.โ€

โ€œSomething like that,โ€ said Kaz. โ€œAnd we take a little percentage. Just like the banks do.โ€

โ€œBut whoโ€™s going to shill?โ€ Jesper said. โ€œVan Eck has seen all our faces except Nina and Specht. Even if one of us somehow got tailored or we brought on another person, the Merchant Council isnโ€™t just going to turn over their money to a newcomer with no real credentials.โ€

โ€œHow about aย jurdaย farmer whoโ€™s been holed up in the most expensive suite in Ketterdam?โ€

Colm Fahey looked up from his coffee. โ€œMe?โ€ โ€œNo way, Kaz,โ€ said Jesper. โ€œAbsolutely not.โ€

โ€œHe knowsย jurdaย , he speaks Kerch and Zemeni, and he looks the part.โ€

โ€œHe has an honest face,โ€ Jesper said bitterly. โ€œYou werenโ€™t keeping him safe stashing him in this hotel, you were setting him up.โ€

โ€œI was building us an out.โ€ โ€œA hedge of your own?โ€ โ€œYes.โ€

โ€œYou are not bringing my father into this.โ€

โ€œHeโ€™s already in it, Jes. You brought him into it when you had him mortgage his farm to pay for your degree in wasting money.โ€

โ€œNoย ,โ€ repeated Jesper. โ€œVan Eck is going to make the connection between Colm Fahey and Jesper Fahey. He isnโ€™t an idiot.โ€

โ€œBut there is no Colm Fahey staying at the Geldrenner. Colm Fahey rented rooms at a little university district inn, and according to the harbormasterโ€™s manifests, he left town several nights ago. The man staying here is registered under the name Johannus Rietveld.โ€

โ€œWho the hell is that?โ€ asked Nina.

โ€œHeโ€™s a farmer from a town near Lij. His familyโ€™s been there for years.

He has holdings in Kerch and in Novyi Zem.โ€ โ€œBut who is he really?โ€ said Jesper.

โ€œThat doesnโ€™t matter. Think of him as a figment of the Merchant Councilโ€™s imagination, a wonderful dream come to life to help them scrape some profit from the disaster ofย paremย .โ€

Colm put his cup down. โ€œIโ€™ll do it.โ€

โ€œDa, you donโ€™t know what youโ€™re agreeing to.โ€

โ€œIโ€™m already harboring fugitives. If Iโ€™m going to aid, I may as well abet.โ€

โ€œIf this goes wrongโ€”โ€

โ€œWhat do I have to lose, Jes? My life is you and the farm. This is the only way I can protect both of those things.โ€

Jesper shoved off from the floor, pacing back and forth in front of the windows. โ€œThis is insanity,โ€ he said, scrubbing his hand over the back of his neck. โ€œTheyโ€™ll never fall for it.โ€

โ€œWe donโ€™t ask for too much from any of them,โ€ said Kaz. โ€œThatโ€™s the trick. We set a low floor to enter the fund, say, two millionย krugeย . And then we let them wait. The Shu are here. The Fjerdans. The Ravkans. The Council will start to panic. If I had to bet, Iโ€™d say weโ€™ll have five million from each Council member by the time weโ€™re through.โ€

โ€œThere are thirteen Council members,โ€ said Jesper. โ€œThatโ€™s sixty-five millionย krugeย .โ€

โ€œMaybe more.โ€

Matthias frowned. โ€œEven with all theย stadwatchย at the auction and the presence of the Council of Tides, can we really guarantee Kuweiโ€™s safety?โ€

โ€œUnless you have a unicorn for him to ride away on, there is no scenario thatย guaranteesย Kuweiโ€™s safety.โ€

โ€œI wouldnโ€™t count on protection from the Council of Tides either,โ€ said Nina. โ€œHave they ever even appeared in public?โ€

โ€œTwenty-five years ago,โ€ said Kaz.

โ€œAnd you think theyโ€™re going to show up to protect Kuwei now? We

canโ€™t send him into a public auction alone.โ€

โ€œKuwei wonโ€™t be alone. Matthias and I will be with him.โ€

โ€œEveryone there knows your faces. Even if you had some kind of disguiseโ€”โ€

โ€œNo disguise. The Merchant Council are considered his representatives. But Kuwei has the right to choose his own protection for the auction. Weโ€™ll be up there on the stage with him.โ€

โ€œThe stage?โ€

โ€œAuctions are held at the Church of Barter, right in front of the altar. What could be more holy? Itโ€™s perfectโ€”an enclosed space with multiple points of entry and easy access to a canal.โ€

Nina shook her head. โ€œKaz, as soon as Matthias steps on that stage, half the Fjerdan delegation will recognize him, and youโ€™re the most wanted man in Ketterdam. If you show up at that auction, youโ€™ll both be arrested.โ€

โ€œThey canโ€™t touch us until after the auction.โ€ โ€œAnd then what?โ€ said Inej.

โ€œThereโ€™s going to be one hell of a distraction.โ€

โ€œThere has to be another way,โ€ said Jesper. โ€œWhat if we tried making a deal with Rollins?โ€

Wylan pleated the edge of his napkin. โ€œWe donโ€™t have anything to offer.โ€

โ€œNo more deals,โ€ said Kaz. โ€œI never should have gone to Rollins in the first place.โ€

Jesperโ€™s brows rose. โ€œAre you actually admitting you made a mistake?โ€

โ€œWe needed capital,โ€ Kaz said. His eyes slid briefly to Inej. โ€œAnd Iโ€™m not sorry for it, but it wasnโ€™t the right move. The trick to beating Rollins is never sit down at the table with him. Heโ€™s the house. He has the resources to play until your luck runs out.โ€

โ€œAll the same,โ€ said Jesper. โ€œIf weโ€™re going up against the Kerch government, the gangs of the Barrel, and the Shuโ€”โ€

โ€œAnd the Fjerdans,โ€ added Matthias. โ€œAnd the Zemeni, and the Kaelish, and whoever else shows up when the auction is announced. The embassies are full and we donโ€™t know how far the rumors ofย paremย have reached.โ€

โ€œWeโ€™re going to need help,โ€ said Nina.

โ€œI know,โ€ said Kaz, straightening his sleeves. โ€œThatโ€™s why Iโ€™m going

to the Slat.โ€

Jesper stopped moving. Inej shook her head. They all stared.

โ€œWhat are you talking about?โ€ said Nina. โ€œThereโ€™s a price on your head. Everyone in the Barrel knows it.โ€

โ€œYou saw Per Haskell and the Dregs down there,โ€ said Jesper. โ€œYou think you can talk the old man into propping you up when the whole city is about to come down on you like a sack of bricks? You know he doesnโ€™t have the stones for that.โ€

โ€œI know,โ€ said Kaz. โ€œBut we need a bigger crew for this job.โ€

โ€œDemjinย , this is not a risk worth taking,โ€ said Matthias, surprised to find he actually meant it.

โ€œWhen this is all over, when Van Eck has been put in his place, when Rollins goes running, and the money is paid, these will still be my streets. I canโ€™t live in a city where I canโ€™t hold up my head.โ€

โ€œIf you have a head to hold up,โ€ said Jesper.

โ€œIโ€™ve taken knives, bullets, and too many punches to count, all for a little piece of this town,โ€ said Kaz. โ€œThis is the city I bled for. And if Ketterdam has taught me anything, itโ€™s that you can always bleed a little more.โ€

Nina reached for Matthiasโ€™ hand. โ€œThe Grisha are still stuck at the embassy, Kaz. I know you donโ€™t give a damn, but we have to get them out of the city. And Jesperโ€™s father. All of us. No matter who wins the auction, Van Eck and Pekka Rollins arenโ€™t going to just pack up and go home. Neither will the Shu.โ€

Kaz rose, leaning on his crowโ€™s head cane. โ€œBut I know the one thing this city is more frightened of than the Shu, the Fjerdans, and all the gangs of the Barrel put together. And Nina, youโ€™re going to give it to them.โ€
